  As per the Memorandum of Association and Rules approved by the Education (Secondary) Department, Govt of Assam, the RMSA society for the State has been registered by name “Assam Madhyamik Siksha Abhijan Samiti” under the Societies Registration Act, vide Registration Number RS/KAM(M)/ 240/ A-25/ 655 of 2010-11 dated 27/01/2011. The following RMSA and other Centrally Sponsored Schemes are being implemented in Assam through a society by name ‘Assam Madhyamik Siksha Abhijan Samiti’ registered under the Societies Registration Act XXI of 1860 as per Memorandum of Association & Rules for RMSA, Assam. Rashtriya Madhayamik Shiksha Abhijan (RMSA) the Centrally Sponsored Scheme for Universalisation of Access and Improvement of Quality of Education at Secondary Stage for the children in the age group of 14-18 years covering Secondary level up to class- X and Higher Secondary level up to class- XII was launched in the State of Assam in year 2009 during the period of 11th five year plan. The RMSA introduced in the State with the objectives as below :
  •  To provide a secondary school within a reasonable distance of 5 kilometers and a higher secondary school within 7-10 kilometers from any habitation
  •  To ensure universal access of secondary education by 2017 (GER of 100%) and Universal retention by 2020
  •  Providing access to secondary education with special ref. to EWSs, the girls and the disabled children and other marginalized categories like SC, ST, OBC and Educationally Backward Minorities (EBM)
As per the targets revised by MHRD, Govt of India; RMSA, Assam has targeted to achieve the goals of RMSA during 12th plan period for secondary education :
  •  Achieve near-universal enrolment in secondary education, with the GER exceeding 90 per cent by 2017
  •  Raise the GER at the higher secondary level to 65 percent by 2017
  •  Reduce Dropout rate to less than 25 per cent by 2017
  •  Ensure quality secondary education with relevant skills including basic competency in mathematics, science, languages and communication
  •  Implement common curricula and syllabi of nationally acceptable standards for Science, Maths and English in all schools in the country
  •  Develop life skills including skills of critical and constructive thinking, use of ICT, organisation and leadership, and community services
